LIVE VIRTUAL (ONLINE) COURSE FORMAT AND REQUIREMENTS
The Calhoon MEBA Engineering School has received approval from the USCG to teach certain courses in a fully online format. The USCG approval requires that CMES provide Live Virtual (real time) instructor led training for delivery of knowledge-based lectures. CMES has chosen to use the Zoom virtual meeting platform for our online live video platform. Assessments and final exams will be completed remotely online using a combination of methods including the use of the ExamSoft learning assessment platform.
Classes will utilize the approved course schedule. The daily start and end time will be announced when the class is scheduled. Students who are registered into a Live Virtual class will receive emails with the Zoom invitation as well as any other additional information or documentation needed.
The remote assessment/exam procedures, including directions on the downloading of Examplify (the ExamSoft testing application) as well as requirements and exam procedures, will be provided in a separate email. Remote assessments/exams will be available for download and scheduled immediately following completion of the Live Virtual portion.
Upon successful completion of the online assessments a course completion certificate will be sent via USPS to the address on file.
COURSE FORMAT AND PROCEDURES
The following is an overview of CMES' live virtual course format and requirements:
- Utilizing the video conferencing capability of Zoom, CMES will provide synchronous instructor led training to students.
- Students will complete the Live Virtual instructor led portion and then immediately complete the remote examination process.
- Students will register for Live Virtual courses via the normal CMES registration process.
- On the scheduled date and time the instructor will begin each scheduled Live Virtual session utilizing the Zoom video conference platform and take attendance. A record of attendance for each session will be verified and retained as part of the student records.
- Morning and afternoon sessions will be convened in accordance with the approved course schedule.
- Students must be present, visible on camera at all times during class hours, and participate in all scheduled Live Virtual sessions. CMES is required to verify student’s identity for all sessions in accordance with our approved USCG process.
- Upon successful completion of all course requirements the student will be issued a course completion certificate.
TECHNICAL REQUIREMENTS
Students are responsible to have the following technical capabilities in order to participate in online courses offered by CMES:
- Desktop PC/Mac or laptop computer (Tablets and cellphones are not currently supported for ExamSoft remote exam testing.)
- Reliable high-speed Internet connection
- Email and scanning capabilities (If the student does not have access to a document scanner, scanning may include the ability to take and email/upload images of documents - i.e., use phone camera or PDF scanning app on phone.)
- Webcam
- Microphone
- Earphones (recommended but not required)
- Additional system capabilities may be required for certain courses to run programs/simulations

PLEASE NOTE: If a student fails to join a session for any reason (including technical issues as a result of the student's equipment, setup, Internet provider, or technical capabilities/limitations), this constitutes an absence and CMES is not responsible for the time missed.
GOVERNMENT VESSEL COURSES (MSC / MARAD)
MSC CMEO TRAINING PORTAL
MEBA Members needing CMEO training can access MSC’s training portal here. Through their website, Members will be able to see MSC’s training schedule and register for the class they need.
PLEASE NOTE: Members must register for this class themselves, CMES is not able to do it for them.
The following courses may be taken at CMES:
This one-week course is designed for those persons who intend to apply for officer positions on government owned contract-operated Military Sealift Command (MSC) vessels. Training modules include Chemical Biological Radiological and Nuclear Defense, and Damage Control. The course also includes Military Sealift Command's Environmental Protection Officer Program, which includes laws, pollution, ozone depletion, and hazardous materials handling with protective clothing and emergency response procedures. Renewal is required every 5 years.
Note: Members holding a “Not Fit For Duty” slip are not eligible to take this course.
Course Capacity: 12 students

Special Requirements: None
MSC Approval:
Basic Chemical, Biological, Radiological and Nuclear Defense (CBRN)
This course is recognized as meeting the Military Sealift Command's standards and content and meets the standards of NATO STANAG 2520 CBRN Defense, Standards for Education, Training and Evaluation - ATP 3.8.1, Vol. III.
Shipboard Damage Control
This course is recognized as meeting Military Sealift Command's standards and content for Damage Control Training and the content of the U.S. Navy's General Shipboard Damage Control (K-495-0045) course.
Marine Environmental Programs Course
This course is recognized as meeting the standards and content of MSC's Marine Environmental Course.
This 2-week course is designed as a string of classes that meet the MSC requirements and standards set forth in COMSCINST 5530.3 (series) for personnel sailing on MSC vessels. It consists of 7 individual classes: Security Watchstander Basic (once in a lifetime), Security Watchstander Advanced (annual renewal), Small Arms Certification (annual renewal), Ships Reaction Forces (3-year renewal), CBRN (5-year renewal), Damage Control (5-year renewal), and Marine Environmental Programs (5-year renewal).
PLEASE NOTE:
- Students are expected to attend class on Saturday. Sunday is the only day you will have off.
- Members holding a “Not Fit For Duty” slip are not eligible to take this course.
Course Capacity: 12 students
Prerequisites: None
Special Requirements: Long pants, closed-toed shoes, and a hat with a brim (ex. baseball cap)

This 1-day course will prepare the mariner to perform watchstanding duties aboard MSC governed vessels and is a prerequisite for Ships Reaction Force duty. Subjects covered are Advanced Cuffing, Baton training, and Mechanical Advantage Control Holds (M.A.C.H.) and takedowns. Renewal is required yearly.
PLEASE NOTE: Security Watchstander Advanced is included with the Small Arms class.
- It is optional and will be taught on Friday.
- Students opting to take Security Watchstander Advanced should expect to be in class all day on Friday.

MSC Approval: This course is recognized as meeting the Military Sealift Command’s standards and content and meets the standards of COMSCINST 5530.3 series.
This 3-day (Monday - Wednesday) course introduces the mariner to the tactics, techniques, and procedures (TTP) they will need to be a member of the Ships Reaction Force (SRF) when sailing aboard ships governed by the Military Sealift Command (MSC). This course combines classroom lecture and scenario-based practicals. Some topics covered are Deadly Force decision making UoF, equipment, communications, team movement, and close quarter combat (CQC). Renewal is required every 3 years.
PLEASE NOTE:
- Students are required to have a current Small Arms certificate to be eligible to attend this class. Any student who arrives to this course without a current Small Arms certificate will be dropped from the class.
- Students should expect to be in class all day on Wednesday.
Course Capacity: 12 students
Prerequisites: Security Watchstander Basic, Security Watchstander Advanced, and Small Arms qualification on M9 and M500.
Special Requirements: None
MSC Approval: This course is recognized as meeting the Military Sealift Command’s standards and content and meets the standards of COMSCINST 5530.3 series.
Small Arms Course
This 1-week course will cover the safe care and operation of multiple firearms used aboard Military Sealift Command (MSC) vessels manned by civilian mariners. Also, specific rules of engagement pertaining to each force protection team unit will be covered. The objective of this course is to educate the civilian mariner in the safe and proper handling of the 9mm semi-automatic pistol, 7.62 mm semi-automatic rifle, and 12-gauge pump operated shotgun. The participant will qualify in courses of fire as set down by the Military Sealift Command and the United States Navy, using live fire exercises at an approved firing range. All training and instruction will be in accordance with OPNAVINST.3591.1 Series. Renewal is required yearly.
Security Watchstander Advanced
This 1-day course will prepare the mariner to perform watchstanding duties aboard MSC governed vessels and is a prerequisite for Ships Reaction Force duty. Subjects covered are Advanced Cuffing, Baton training, and Mechanical Advantage Control Holds (M.A.C.H.) and takedowns. Renewal is required yearly.
PLEASE NOTE: Security Watchstander Advanced is included with the Small Arms class.

- Students opting to take Security Watchstander Advanced should expect to be in class all day on Friday.

Special Requirements: To be qualified to participate in this course, the member must never have been convicted of a felony or any crime of domestic violence.

This course is recognized as meeting the standards and content of OPNAVINST 3591.1 Series Small Arms Training and Qualification and the Military Sealift Command's Small Arms Training and Qualification of Instruction.
Security Watchstander Advanced
This course is recognized as meeting the Military Sealift Command’s standards and content and meets the standards of COMSCINST 5530.3 series.
VPDSD COURSE INFORMATION
CMES is currently running Vessel Personnel with Designated Security Duties (VPDSD) as an evening course.

STUDENT RESPONSIBILITIES
It is important to understand the Calhoon MEBA Engineering School administration's and faculty's expectations of the students enrolled in courses, either on site or at remote locations, in order to bolster an overall atmosphere conducive to the purpose of learning.
No training activity where there is the intent to transfer knowledge, skills and attitudes, can be completed without the honest feedback from students. Accordingly, few things are more important to this school than the course evaluation process, airing of complaints, and suggestions for improvement from our students.
The school enrolls students who are MEBA members as well as all maritime and related industry professionals employed at sea or ashore who:

expect to be treated with respect, dignity, and consideration and, in turn, treat each other and CMES personnel similarly so that a climate of learning and open communication exists;

expect personal confidential information will remain confidential and, in turn, will support those efforts of the school to maintain credibility in records and information;

expect to be informed about schedule changes and school priorities and, in turn, will keep the administration informed about personal events, needs for conditions affecting his or her full participation in enrolled training;

expect the facilities and accommodations will be safe, adequate for their purpose, well maintained, and comfortable and, in turn, will make use of these facilities, fixtures and equipment as if they were their very own;

will ascribe to a personal code of conduct that includes, but is not limited to, clean but casual attire, no excesses of drink or behavior, operation of vehicles in a careful and safe manner, and support of campus recycling initiatives;

will attend and be on time to all scheduled class periods and class functions unless prior arrangements with the administration have been made and confirmed, being aware that any particular class attendance or participation can be a matter of strict compliance to regulatory rules that may not allow the administration to permit exceptions;

will settle any commercial arrangements with the school before the end of his or her scheduled course;

will, when motivated by personal experience or observation, openly provide serious suggestions for the practical improvement of CMES courses, processes and facilities.
